RFQ 22-76 –Project Management Services

The Houston Community College System (“HCC” and/or the “College”) is soliciting statements of qualifications (“Qualifications”) for selection of firms/consultants (“Respondents”) to provide Project Management Services for various projects on an “as needed” basis in accordance with the terms, conditions, and requirements set forth in this Request for Qualifications (RFQ). This RFQ provides Respondents with the information necessary to prepare and submit Qualifications for consideration by the College. HCC anticipates negotiating an agreement with one or more Respondents to provide Project Management Services. These services may vary in timing, complexity and dollar value. The selected firm(s) must provide principal project management/leadership in addition to project management, design oversight, construction oversight and reporting of adherence to projects schedule, budget, and quality goals.

RFQ 21-39 – Re/Retro-Commissioning and Commissioning Services

The Houston Community College System (“HCC” or the “College”) is soliciting statements of qualifications (“Qualifications”) from firms/consultants (“Respondents”) to provide Professional Commissioning Services for various projects on an “as needed” basis in accordance with the terms, conditions, and requirements set forth in this Request for Qualifications (RFQ). This Request for Qualifications (“RFQ”) provides Respondents with the information necessary to prepare and submit Qualifications for consideration by the College. HCC anticipates negotiating an agreement with one or more Respondent to provide professional Commissioning Services. These services may vary in timing, complexity and dollar value. Commissioning of new construction projects and existing buildings or “retro commissioning,” is a systematic process applied to existing buildings for identifying and implementing operational and maintenance (O&M) improvements and for ensuring their continued performance over time. Retro commissioning assures system functionality. It is an inclusive and systematic process that intends not only to optimize how equipment and systems operate, but also to optimize how the systems function together. Although retro commissioning may include recommendations for capital improvements, the primary focus is on using O&M tune-up activities and diagnostic testing to optimize the building systems. Retro commissioning is not a substitute for major repair work. Repairing major problems is a must before retro commissioning can be fully completed.

RFQ 19-13 Geotechnical & Construction Materials Testing Engineering Services

Houston Community College (“HCC” or “College”) is seeking the professional services of a qualified firm or firms to provide Geotechnical and Construction Materials Testing Engineering Services on an “as needed” basis.

RFQ 20-20 System-Wide Facilities Master Plan - Project 2020-2025

Houston Community College (“HCC” or “College”) requests Statements of Qualifications for the selection of a master plan firm (“Consultant”), to provide a System-Wide Facilities Master Plan Study for Project 2020-2025 in accordance with the scope of services noted below. The Request for Qualifications (RFQ) allows HCC to pre-qualify firms/consultants for specific Professional Services. HCC may select to contract with multiple vendors as a result of the RFQ. HCC (“Owner”) is soliciting Statements of Qualifications (“Proposals”) for selection of a qualified Architectural/Engineering team for development of a System-wide Facilities Master Plan for Project 2020-2025 (“Project”) as further described and detailed herein and in accordance with the terms, conditions, and requirements set forth in this Request for Qualifications (“RFQ”).

RFQ 21-36 – Facilities Programming Services

The Houston Community College System (“HCC” or “College”) is soliciting Statements of Qualifications for selecting a Facilities Programming Services, on an “as needed basis”, Indefinite Delivery, Indefinite Quantity (IDIQ) in accordance with the terms, conditions, and requirements set forth in this Request for Qualifications (RFQ). The overall objective is to provide Facilities Programming Services encompassing planning support, space programming, room data sheets, conceptual layouts, systems, and cost estimates or other related professional services. Services may include any or all of the following: reviewing relevant documents and market conditions; conducting visioning workshops; conducting interviews with faculty/staff/students; preparing spatial adjacency diagrams; and producing drawings and/or written reports documenting the program.

RFQ 21-06 – Building Envelope Consulting Services

The Houston Community College System (“HCC” or the “College”) is inviting submittals from qualified firms/consultants (“Respondents”) to provide Building Envelope Consulting Services for various projects on an “as needed” basis in accordance with the terms, conditions, and requirements set forth in this Request for Qualifications (RFQ). This Request for Qualifications (“RFQ”) provides Respondents with the information necessary to prepare and submit Qualifications for consideration by the College. HCC anticipates negotiating an agreement with one or more Respondent to provide Building Envelope Consulting Services. These services may vary in timing, complexity and dollar value. The scope of any agreement will include but not limited to and complete all aspects of the building envelope to include testing, planning, design, construction and investigating services, technical studies, analysis, reports, technical inspection and other miscellaneous professional services for HCC facilities.

RFQ 20-44 Board Counsel

Houston Community College (“HCC” and/or the “College”) requests Statements of Qualifications for the selection of a firm (“Firm”) to serve as Legal Counsel to the HCC Board of Trustees.

RFQ 20-05 – Environmental Consulting Services

The Houston Community College System (“HCC” or “College”) is soliciting statements of qualifications from firms with an established history of expertise and qualifications for environmental consulting services in accordance with the terms, conditions, and requirements set forth in this Request for Qualifications (RFQ).

RFQ 20-09 – Architectural and Engineering Services for New First Responders Training Facility

HCC is seeking qualifications from A&E Firms with proven design excellence and with prior experience with in designing large facilities and treatment and/or Swiftwater facilities experience, as well as, Higher Education facilities. HCC invites interested and qualified firms to respond to this RFQ for A&E Services that can be utilized for this new construction project. The training facility will provide rising water and swift water preparedness training by simulating flood events. The facility will be approximately 75,000 square foot campus serving 3000 - 4000 first responders. They will be able to practice rope, helicopter and boat rescues in flooded residential streets and commercial areas which will include hazards such as debris and submerged vehicles. The 2,500,000-gallon lake area will be roughly 61 inches in depth with some deeper areas for diving and water flow. Shallow areas will be closer to 47 inches. There will also be an urban flood area. Filtration, sanitation, water pH balance and other water treatment is also required for the facility. Support areas and structures for instruction, changing and storage are also part of the design. The facility will offer both day and night training.

RFQ 19-61 Real Estate Broker and Consulting Services

Houston Community College (“HCC” or “College”) requests a Statements of Qualifications for the selection of a firm(s) (“Consultants”), to provide Real Estate Broker and Consulting Services for an “as needed” Contract. The “as needed” Request for Qualifications (RFQ) allows HCC to pre-qualify firms/consultants for specific Professional Services. HCC may select to contract with multiple vendors as a result of the RFQ.

RFQ 19-42 Facilities Dept. Project Management Services

RFQ 19-39 – Programming Services for New Katy Education Building

HCC is seeking qualifications from firms with proven programming services excellence in programming projects for a multi-level tilt wall facility, as well as, Higher Education facilities. HCC invites interested and qualified firms to respond to this RFQ for Programming Services that can be utilized for this new construction project.

RFQ 19-36 Real Estate Appraiser Services

Houston Community College (“HCC” or “College”) requests Statements of Qualifications for the selection of a firm(s) (“Consultants”), for the services of a licensed professional real estate appraiser to provide Real Estate Appraiser Services for an “as needed” Contract.

RFQ 19-23 External Auditing Services

Houston Community College (“HCC” or “College”) requests Statements of Qualifications for the purpose of soliciting responses from qualified Certified Public Accounting firms interested in auditing the financial records of HCC for the years ending August 31, 2019 to August 31, 2023.

RFQ 19-04 Intellectual Property and Election Legal Services

Houston Community College (“HCC” or “College”) requests Statements of Qualifications for the selection of a firm(s) (“Consultants”), for the provision of legal services under the direction and supervision of the College’s Office of General Counsel for an “as needed” Contract. The “as needed” Request for Qualifications (RFQ) allows HCC to pre-qualify firms/consultants for specific Professional Services. HCC will be selecting firms to be part of a pool of qualified attorneys/law firms for the following two (2) categories of work: a) Intellectual Property; b) Elections and any related redistricting that may be necessary regarding the boundaries of elective districts, including any litigation related to such services;

RFQ 18-33 – Professional Civil Engineering Services

Houston Community College (“HCC” or “College”) requests firms Statements of Qualifications for the selection of a firm(s) (“Consultants”), for Civil Engineering Design Services for an “as needed” Contract. The Request for Qualifications (RFQ) allows HCC to pre-qualify vendors for specific Professional Services.

RFQ 19-17 Investment Broker-Dealer Services

Houston Community College (“HCC” or “College”) requests Statements of Qualifications for the selection of a firm(s) (“Consultants”), for Investment Broker-Dealer Services for an “as needed” Contract.

RFQ 17-34 Professional Mechanical/Electrical/Plumbing Engineering Services

Houston Community College (“HCC” or “College”) is soliciting Statements of Qualifications for the selection of a firm(s) (“Consultant/s”), to provide Mechanical, Electrical & Plumbing (MEP) Engineering services for planning, evaluation, and design of upgrades to major systems, or the remodel, renovation or construction of facilities as needed by the Houston Community College. Required services are expected to include, but are not limited to pre-project planning, estimating, programming, design, bid and construction phases of the project delivery process or any other related service that is beneficial to the College. The Consultant will render these services to the College as needed, with no minimum or maximum amount of services specified. In particular, the Consultant must be prepared to assign at least one person with significant project and management experience to serve as the primary point of contact for all potential work assignments. A contract with the selected firm will be issued as an Indefinite Delivery, Indefinite Quantity (IDIQ) contract and in accordance with the terms, conditions, and requirements set forth in this Request for Qualifications. This Request for Qualifications (“RFQ”) provides respondents with the information necessary to prepare and submit Qualifications for consideration by the College.

RFQ 16-45 Eastside Campus Master Plan

The Houston Community College, (“HCC”) or (“College”) is seeking proposals from qualified firms to provide Full Master Plan study to be performed at its Eastside Campus locations to help the college improve the design and layout of the campus in accordance with the scope of services noted below. Qualified respondents are invited to submit a written response outlining your qualifications and experience to provide the services as described in the Scope of Services, and in accordance with the terms, conditions and requirements set forth in the Request for Qualifications (RFQ). The successful proposer will provide the scope of services in accordance with all applicable laws, regulations and professional standards.

RFQ 17-50 Emergency Medical Services Director Services

The Houston Community College, (“HCC”) or (“College”) is seeking proposals from qualified firms/physicians to provide Emergency Management Services (EMS) Medical Director Services for Northeast College EMS Program as described in the scope of services, and in accordance with the terms, conditions and requirements set forth in terms, conditions and requirements set forth in this RFQ. Qualified respondents are invited to submit a written response outlining your qualifications and experience to provide the services as described in the Scope of Services, and in accordance with the terms, conditions and requirements set forth in the Request for Qualifications (RFQ). The successful proposer will provide the scope of services in accordance with all applicable laws, regulations and professional standards.

RFQ 17-25 General Legal Services Pool

Houston Community College (“HCC”) is seeking a Statement of Qualifications (SOQ) from interested attorneys and law firms to provide Legal Services on an as needed or case-by-case basis in accordance with the terms, conditions and requirements set forth in the Request for Qualifications (RFQ). HCC will be selecting firms to be part of a pool of qualified attorneys/law firms for the following three (3) categories of work: • General Education Services; Selected Counsel will provide legal advice and representation for Trustee Elections, Public Procurement Law, Contracts, Higher Education, and Student Matters, excluding Labor & Employment, and Immigration; • Public Financial & Tax Services; and • Real Estate & Construction Services. Firms submitting statement of qualifications under this RFQ may do so for any one category or any combination of the categories noted above. Firms submitting a statement of qualifications for more than one category shall submit a separate statement of qualifications as defined in Section 3.3 below (beginning on page 7) specific to each category. In addition, firms shall complete Exhibit 1 and self-categorize their company as one of the following: • Small – 9 or less licensed attorneys; • Medium – 10 to 49 licensed attorneys; or • Large – 50 or more licensed attorneys.

RFQ16-44 Spring Branch Campus Master Plan

RFQ 17-01 Food Services at Alief-Hayes Campus

Houston Community College (Hereafter, “HCC”, or the “College”) is an open-admission, public institution of higher education offering a high-quality, affordable education for academic advancement, workforce training, career development, and lifelong learning to prepare individuals in our diverse communities for life and work in a global and technological society. The College has fifteen centers of excellence located conveniently through the cities of Houston, Katy, Missouri City, and Stafford. Houston Community College's service area includes the Houston Independent School District (ISD), Katy ISD, Spring Branch ISD, Alief ISD, Stafford Municipal ISD, and those portions of the Fort Bend ISD located within the municipalities of Missouri City, Houston, and Pearland. This solicitation is a Two Step Request for Qualifications/Request for Proposals for food services. The two step process for this Request for Qualifications/Request for Proposals (“RFQ/RFP”) requires that qualifications be submitted first, without any cost information (“Qualifications Submission’’). Then Finalists will be selected who will be permitted to deliver full Proposals for the Project. Please note that all Qualifications Submissions and Proposals must be received at the designated location by the deadline shown. Qualifications Submissions or Proposals received after the required deadline will be returned unopened and will not be considered under any circumstances. Houston Community College requests Qualifications and Proposals (upon the terms and conditions set out in this RFQ/RFP) for food services at HCC’s Alief Hayes Campus. Qualification Submissions and Proposals must be sealed. Responses must address each applicable requirement set out in this RFQ/RFP. Only Respondents who are experienced in operating food service programs should tender their Qualifications Submission or Proposal.

RFQ 16-20 General Legal Services Pool

Project Overview Houston Community College (“HCC”) is seeking a Statement of Qualifications (SOQ) from interested attorneys and law firms to provide Legal Services on an as needed or case-by-case basis in accordance with the terms, conditions and requirements set forth in the Request for Qualifications (RFQ). RFQ 15-18 Energy Engineering Consulting Services (Extended & Amended)

The Houston Community College and the Houston Community College System Public Facility Corporation, collectively, (“HCC”) or (“College”) is seeking proposals from qualified firms to provide Energy Engineering Consulting Services and to serve as HCC’s technical representative by providing all required technical and administrative duties required for an energy management, utility conservation program and compliance, on an “as needed” basis as described in the scope of services, and in accordance with the terms, conditions and requirements set forth in the Request for Qualification (RFQ). HCC reserves the right to make single, multiple or no award for Energy Engineering Consulting Services as deemed in its own best interests. It is anticipated that the contract term for contract awarded resulting from this solicitation, if any, will be for the term of the project in accordance with the project schedules and the LoanSTAR loan program related to SECO. HCC reserves the right to reject any or all qualification submittals or to accept any qualification submittals it considers most favorable to HCC, or to waive irregularities in the qualification and submittal process. HCC further reserves the right to reject all qualification submittals and terminate the solicitation process or seek new qualification submittals when such procedure is reasonably in the best interest of HCC. This RFQ solicitation does not in any way obligate HCC to award a contract or pay any expense or cost incurred in the review and submission of qualification statements responding to this RFQ. All applicable attachments contained in the RFQ shall be completed. Failure to do so may result in the firm’s Qualifications Submittal being declared non-responsive to the solicitation requirements.
