Procurement Operations has the sole authority to negotiate for the purchase of supplies, equipment, and services for the Houston City College System. Our goal: Promote the best interests of HCC and the people it serves through intelligent action and fair dealing, all with an eye for minimizing cost and obtaining the maximum projected value for each dollar spent.

The Procurement Operations Department advances Houston City College’s mission by delivering transparent, ethical, and efficient procurement services that maximize competition, secure best value, support small and diverse business participation, and ensure timely access to the goods and services that students and client departments need to succeed. Procurement professionals support transparency, fair dealing, cost minimization, and maximum value for each dollar spent.

The purpose of Procurement Operations is to enable Houston City College to deliver exceptional educational services by providing timely, compliant, and value-driven procurement support to academic and administrative departments. Through strong supplier management, early planning, life-cycle thinking, and efficient contracting, the department helps reduce delays, improve service levels, support sustainability goals, and keep the focus on student success.
