Andres Alcantar is Principal at Alcantar Strategies, LLC providing a full range of public affairs, management, and consulting services. His clients include enterprises operating in education and workforce development with his current work focused on advancing competitive strategies and building stronger workforce and economic development ecosystems.

In his previous role as Executive Vice President and Chief Operations Officer at the Texas Association of Business, the state chamber of commerce, he advanced policies to protect the interests of Texas employers and support a strong business climate.

Alcantar was Chairman and Commissioner Representing the Public at the Texas Workforce Commission (TWC). He was appointed in 2008 and designated Chairman May 2012. As Chairman, he helped build and lead the premier workforce development system in the country for a decade with an operating budget of approximately $2 billion and over 4,800 employees. Alcantar worked with business, workforce, education, and economic development leaders to implement solutions to meet the needs of Texas’ business and industries, strengthen public private partnerships, and build a skilled and competitive workforce around regional economic development priorities.

Prior to his appointment, he served as Deputy Director of Governor Perry’s Budget, Planning, and Policy Division, advising the governor on federal, state, and local issues, and providing executive oversight to state boards and commissions. He joined the Governor in 2000 and his focus included appropriations, workforce, business and economic development, education, child care, and competitiveness issues.

Alcantar previously served in the Office of Budget and Planning for Governor George Bush working with state boards, commissions, and the Texas Legislature. He advised on business regulation, health and human services, and workforce issues.

While at the Texas Health and Human Services Commission, Alcantar served as a director working with the Commissioner and other agency leaders on strategy and enterprise reforms.

Alcantar has previously served on numerous state and national advisory councils, boards, and commissions, including Western Governor’s University, Texas A&M Engineering Experiment Station (TEES), and the National Association of Workforce Boards.

Alcantar holds a bachelor’s degree and a Master of Public Administration from Texas Tech University.
