  • Glossary of Mail Center Terms
    Address Service Request (ASR): An endorsement which, when printed below the return address on a mailing piece, authorizes the USPS to provide the new address (when known) of a person at the address on the mailing piece. Undeliverable and unforwardable mail is returned to the sender. There is a fee for this service.
  • How The Mail Center Works
    The primary responsibility of the Mail Center is to pick up and distribute campus mail between various locations throughout the college. Additionally, we receive and distribute incoming U.S. mail and to deliver prepared outgoing U.S. mail to the United States Postal terminal.

    Disaster Recovery Site Gulf Coast Presort Telephone Number: (713) 222-7441   Mail Sorting: The Mail Center staff receives USPS mail, interdepartmental campus mail, staff, faculty, and uses the Mail Center sorting policies, procedures and system to breakdown mail for further distribution to addresses. Inserting: call ahead for service 713 718-5107. The Mail Center has one inserter than can insert correspondence and other printed matter into pre-addressed or window envelops. We offer standard inserting services.
  • Mail Center Updates
    NEW STANDARDS FOR ADDRESS PLACEMENT ON FLATS Effective March 29, 2009, The United States Postal Service (USPS) has changed where the delivery address on flat mail can be located. The address must be in the top half of the mail piece and cannot be read upside down. It is possible to mail an envelope that is addressed to be viewed in landscape orientation and still be in compliance. It is preferred to position the delivery address on the right top half of the envelope. Postage must be in the upper-right corner of the mail piece or upper right corner of the addressing area.   • Mail Guidelines
    All incoming and outgoing mail processed by the college must relate to the business of the college. The Mail Center Manager may audit all campus mailings for content by visually inspecting a random sample to ensure compliance with the relevant statutes and policies.
  • Procedures
    The following procedures and regulations define the operational policy of the college Mail Center in regards to the distribution of U.S. and campus mail. Interdepartmental mail, notices, bulletins, and circulars that normally originate and terminate on the campus, the preparation of bulk mailings, and the operation of the college campus.
  • Responsibilities
    The HCC Mail Center maintains advanced deposit permit accounts with the U.S. Postal Service and pre-deposited funds in the college’s postage meters in order to process the college’s mail every day. These funds are replenished by postage “charge backs” to departments and account holders utilizing postal services. Each account will then be charged by the accounting department for the previous month’s postage charges.
  • Tips For Cutting Costs
    Save labor and labels: the HCC Mail Center offers addressing  services for jobs containing more than 200 pieces for a non-profit  mailing or 500 pieces for a first class mailing. These quantities and  the processes allow HCC to receive postage discounts. The services  provided offer cost relief from labor and labels.

    INSURANCE COVERAGE FOR AUTHORIZED DRIVERS Automobile liability coverage is provided for authorized drivers of college-owned or leased vehicles. Details on coverage and limits may be obtained from Risk Management.

  • Department Saftey Awarness
    All employees wanting or needing to drive a college-owned vehicle must go through a formalized driver-training program. If you have been driving college vehicles prior to the implementation of this procedure, you must still go through the training and certification process. This also includes any non-college personnel or those employed by the college as drivers.

  • Fleet Management Updates
    Within the last year we at Fleet Management sent out a newsflash regarding talking on cellular phones while driving in order to help ensure driver safety. Another growing problem in driving, in the media, and in accident reports is sending text messages or emails while driving. This can be even more distracting and dangerous than cellular phones because for spans of time your eyes are off the road and watching a key pad and screen.

    Vehicle operation is an essential part of the services provided to the college community; accidents, damage, and abuse of vehicles can represent a huge expenditure to the college. In many cases these costs are preventable.

    The Fleetcor Technologies GASCARD allows HCC to reduce administrative costs, taxes, and collect detailed Fleet Management data regarding fuel and related maintenance and service procurements.

    The purpose of this Guide is to provide guidance and regulation for the safe operation of golf carts and similar electric or gas-powered utility vehicles, herein referred to as golf carts, on Houston Community College property.

    Drivers All employees, student workers, etc, who may be required to drive an HCCS vehicle should have a Motor Vehicle Record (MVR) check and should be assigned a driver rating as indicated below. A sample form using the MVR’s for an individual employee is attached.

    The MVR consists of the driving records, both in state and out-of-state, for the past three years. MVRs can be obtained by the component college or may be requested from the Risk Management Department, using the request form. The request form is also available on the Fleet Management and Risk Management websites.

    Houston Community College’s Fleet Safety Program is intended to ensure maximum safety for all drivers and passengers of college vehicles by minimizing accidents and injuries resulting from vehicle incidents; eliminating the operation of unsafe vehicles, providing training to all college drivers, and defining clear lines of responsibility for fleet safety. It is the policy of Houston Community College that every effort be made to prevent motor vehicle accidents.

    All established college procurement and inventory practices and procedures apply to the procurement of vehicles. Properly prepared Purchase Orders are processed through the Purchasing Office. New vehicles will be received and processed by ordering Department’s Vehicle Custodian. Requests for the sale or disposal of a vehicle are authorized and processed by Asset Management/Inventory/Control.

    All drivers are expected to safeguard and maintain college vehicles. Improper attention to vehicle maintenance, safety operations, or violations of the college vehicle policy, may result in suspension of driving privileges

    It is the policy of Houston Community College that all accidents or incidents that results in either personal injury or illness, and/or damage to college property shall be properly reported and investigated.

    We hope you will never experience a breakdown while on the road, but if one should occur; your first responsibility is for your own safety. Please get well off the road and be aware of any local hazards or traffic conditions that might pose a danger.
  • Vehicle Maintenance and Damage
    Vehicle maintenance is the responsibility of all departments and drivers. The majority of the annual cost to the college stemming from vehicle body damage is preventable.

  • General Courier Information
    Separate international mail from domestic mail by placing a rubber band around the envelopes and labeling it airmail.  When receiving an interoffice envelope, always check the envelope for small contents. Also draw a line through the previous addressees before resending to avoid uncertainty.

    The USPS Street address is delivery by the local post office to HCC locations;  System  Mail Center couriers delivered and collected daily, prior to 10am and after 2:30pm (except holidays), to HCC Satellite Station  thru the college community.   • Track a Package
    You will need to have the tracking number (freight bill number on other shipments) to receive information about the package. The sender should have this information on their receipt.

    REMOVAL OF EQUIPMENT FROM CAMPUS It was noted during a random audit that employee are being assigned equipment without completing and Equipment Check-out Form. Department Heads are delegated the responsibility of maintaining proper accountability and control of the property within their jurisdiction. On occasion, it may be necessary for an individual to complete a work assignment away from the work site. An Equipment Check-out Form is appropriate only when the use is work related and has the prior approval and may not exceed one year in duration and must be renewed annually.

    When it is determined that property off-site has no commercial value, or if the value of the property is so low that the cost of its care and handling would exceed the estimated proceeds from its sale, abandonment of the property in place can be considered. Abandonment is a last resort, used only after other means (sales, transfer of accountability, etc.) have been pursued unsuccessfully

    The Board of Trustees shall adopt necessary rules for the implementation of the Asset management/inventory control or property accounting system, including setting the dollar value amount for capital assets, disposal of assets, and authorizing exemptions from capitalization and reporting. All capital assets must be accounted for or recorded in the fixed asset management system and reported in the fixed asset portion of any official statement(s) of financial condition using the appropriate accounting treatment.
