ATM Services

Automatic Teller Machine Specifications

  • If the selected contractor is a financial institution, the ATMs must be able to dispense cash and allow users to check account balances.

  • All machines shall be new or like new.

  • All machines must be maintained in working order, and any non-functioning machine must be repaired or replaced by the contractor within 48 hours after receipt of notice from HCC.

  • Scheduled replacement of machines should be planned as new technologies become available.

  • All machines should be clean, undamaged and of acceptable appearance.

  • All machines must be free-standing floor models.

 


Equipment Installation/Removal

  • The contractor may not have exclusive rights to install and maintain ATMs at HCC locations that are not covered under the resulting contract. If at any time, the contractor denies HCC’s request to have have an additional ATM installed at a new location or to remove an ATM at an existing location, HCC reserves the right to allow an alternate contractor to install and maintain an ATM at the location not currently being served by the incumbent contractor.

  • The contractor shall deliver and set up all equipment/machines necessary to provide ATM services at each designated HCC facility. The contractor shall furnish automatic teller machines of a new or like new manufacture. Each machine shall be equipped with dollar bill validators and standard cash/account accountability technology and services that are deemed commercially acceptable within the banking-finance industry.

  • The contractor and the HCC designated representative (s) shall mutually agree on the specific types and quantities of ATMs that will be placed at each location. HCC, at its sole discretion, will determine the actual placement/location of the ATM at each location. All machines installed by the contractor shall conform to all federal, state, county and City of Houston building laws and any other applicable laws and regulations.

  • HCC reserves the right to demand the removal and replacement of any ATM it deems unacceptable. Any machine that HCC considers unacceptable shall be replaced by the contractor within 30 calendar days after receipt of written notice from HCC.

  • The contractor will be responsible for the cost associated with the installation and maintenance of all equipment. ISDN lines will be the sole responsibility of the vendor. Telephone lines should be labeled in PBX areas to clearly identify each line. HCC will provide electricity to power the machines.

 

 

Maintenance

The contractor will maintain the ATMs in a commercially reasonable manner The contractor does not warrant continuous or error-free operation of the ATMs. If an ATM becomes inoperable, HCC agrees to notify the contractor immediately, At the contractor’s discretion, the machine will be either repaired or replaced. The contractor will replenish funds in the ATM’s as necessary. Access to HCC facilities will only be granted to the contractor for repair, maintenance, removal and installation during normal operating hours, typically Monday through Friday, 8 a.m. to 4:30 p.m.

 


Security

The contractor shall be responsible for the internal security of the ATMs. HCC shall provide security for the premises, including physical security of the ATMs.

 


Signs

The contractor shall have the right to place a sign or signs as designated by the contractor and HCC (1) on HCC premises to indicate the location of the ATM(s), and (2) on the ATM(s) that indicate operating instructions, identity of ownership of the ATM(s), the network systems to which the ATM(s) afford access and the scope of financial services available through the ATM(s). The sign(s) and location for the installation of the sign(s) will be subject to the prior approval of HCC.

 


Marketing

The contractor and HCC agree that it is in the best interests of the parties to mutually promote and market the ATM services contemplated by this agreement. To further their mutual interests, the parties agree to develop, promote and implement joint marketing strategies. The contractor and HCC shall agree upon both the nature and scope of such marketing programs and the contributions to be made by each party. HCC has the ultimate discretion to decide the full extent of which it will participate in marketing programs.

 


Ownership of ATMs

Ownership and title to each ATM shall remain with the contractor; HCC shall have no ownership interest in the ATM. The ATMs shall not constitute fixtures of the premises and shall remain free and clear of any claims, liens or encumbrances caused or created by HCC.

 


No Postings

HCC agrees not to attach any notices or other papers to otherwise obscure the ATMs or any disclosures placed by the contractor on the ATMs. The contractor may remove any such notices or papers.

 


ATM Problem Service Message

We apologize that you are experiencing problems at one of the Unique Financial Solutions – MCU Division First Regents ATMs. It is our pledge to you that your problem will receive the attention and proper resolution that it deserves. Please listen to the following information: If you received an amount less than requested, please review your printed receipt. If your receipt amount is different from the amount of cash received, by ATM network regulations, you must first contact the financial institution that issued your card. Your financial institution is able to review your account, credit your account if necessary and notify the ATM network of the dispute. The ATM network will notify First Regents’ processor and staff to confirm that your problem gets resolved.

 

If there is an “error code,” “temporarily out of service” or some other message on the ATM screen, please call 713.471.0021 and leave a detailed message including the ATM screen message and your contact information.
