Institutional Review Board - See Board Policy

The institution will create an Institutional Review Board (IRB) to review both internal and external requests for research studies involving HCC human subjects (students, faculty, and/or staff). The Chancellor shall authorize the Vice Chancellor for Instruction to establish a process by which the HCC IRB will be created and operated to determine and assure that:

  1. The welfare and rights of human subjects are adequately protected and informed consent given, if necessary
  2. Human subjects are not placed at unreasonable physical, mental, or emotional risk as a result of the research
  3. The necessity and importance of the research outweighs the risks to the subjects; and
  4. The researcher(s) is/are qualified to conduct research involving human subjects

The VCIN appoints members, who are nominated by the Vice Chancellors, College Presidents and Deans of college faculty and staff. Members serve on the HCC IRB for rolling two-year terms and may be reappointed. The Chair is appointed by the VCIN. The members of IRB establish and maintain guidelines for proposals, review proposals that have been submitted to the VCIN, and meet at least once per long semester. As the VCIN receives proposals for IRB consideration, he/she will refer them to the Chair of the HCC IRB. The Chair submits recommendations to the VCIN regarding approval/revision/rejection of the research request within 30 working days of receiving a proposal.
