The mission of the District Office of Veterans Affairs is to support our veterans and reservist students in their pursuit of higher education. The office is committed to facilitating communication among the campus offices serving veterans and reservists. Through programming and direct services, we provide veterans, reservists, and their families with a coordinated system of service delivery to insure a meaningful transition to civilian life and a positive educational experience at Houston Community College.

Step 6: Complete TSI requirements

6. TSI Requirements

Military-Students who are determined to be exempt from State testing requirements will still need to meet institutional developmental pre-requisites if required by taking our placement test.

The TSI requires the assessment of new students;  individualized success plans for those students whose skills are not at college level, and minimum state standards to determine “college readiness” in reading, writing and math.

Testing is mandatory and must be completed prior to enrollment. If you have not attended college before, you must take a placement test. This test is designed to determine if you are ready for college-level courses by assessing your skills in reading, writing, and mathematics.

How do I know if I need to complete the TSI Assessment?
Not all new students are required to complete the TSI Assessment. Several exemptions are available to students who meet certain criteria. Exemptions for students usually fall into one of the following categories:

  • Score exempt: You meet score requirements on external assessments such as the ACT, SAT, TAKS, or STAAR.
  • Degree exempt: Previously completed a qualifying associates or bachelor's degree.
  • Transfer exempt: Transferring into HCC having already satisfying TSI requirements.
  • Veteran exempt: Honorably discharged from the United States military and can provide an official DD214.

            Exemption: DD214

            Students discharged prior to August 1, 1990 will not be eligible for 


            Students on or after August 1, 1990 honorable discharge, retired, or

            released from active duty will be eligible for Exemption.

  • Certificate Level I Exempt: Enrolling into a short-term program known as a Level 1 certificate.

Active Military-students require a letter from Commanding Officer

Please bring the following items:

  • DD214 (Member Form 2,4,6,7 or 8) 
  • Military transcripts 
  • Academic official transcripts (sealed envelope) 
  • Degree plan/Advisement report signed off by a HCC Counselor 
  • A copy of your Certificate of Eligibility 
  • Form 22-1995 (if you have attended another college/university) 
  • Information Data Sheet (Found on the Veterans Affairs section under FORMS) 
  • Veterans Affairs Certification Request Form (Found on the Veterans Affairs section under FORMS)

VA returning student process

VA Service Indicator Hold

VA Service Indicator Hold Removal Process



This form must be submitted every term that you enroll in order for the hold to be removed. The purpose of the hold is to have our office notified once a student adds, drops, or swaps classes. Additionally, it will also minimize the occurrence of students receiving VA educational benefit debits. This hold will automatically be placed on your account every Tuesday and Thursday at 10:59pm. The holds are removed on a first come, first serve basis however all holds are removed by the close of business daily except on weekends and college holidays.


When registration is open all veteran students will have one opportunity to register for classes without an impact from the hold. However if you place classes in your shopping cart and DO NOT complete the entire enrollment process the system will recognize that you have exhausted your one opportunity and the hold will be enforced and you will have to complete a Veterans Affairs Certification Request Form.

This form must also be submitted when there is a change in your enrollment (add, drop, swap, class cancellation, and withdrawal).

This form must be submitted every term that you enroll.  This form must also be submitted when there is a change in your enrollment (add, drop, swap, class cancellation, and withdrawal).

Change of degree plan

If you change your degree plan please meet with an Academic Counselor and receive a new degree plan and complete a change of degree plan form under the FORMS link on the homepage

Fax over your new degree plan with the change of degree plan form to VA Office 713-718-8444 with a cover letter.

Meet with an Academic Counselor to update your degree plan at least one time per year.


Graduation application process

Process for Graduation:

Please file for graduation through your HCC Academic Counselor prior to your last semester.

Meet with an advisor to update your degree plan and verify that you have completed all the necessary coursework and institutional requirements. This will show all work completed prior to the semester of graduation, courses in progress, transfer work applied to your degree, and any course substitutions and approvals.

Applications should be filed either the semester prior to or the semester in which the student plans to graduate. Students should complete the Application for Degree/Certificate online and pay the $10 filing fee. The application fee is good for one year but students who do not complete the degree requirements in the semester in which they filed MUST contact the Graduation Office to activate their file for the subsequent term. The diploma reprint charge is $15.

Training time - basic allowances

Training Time:

12 credit hours= full time status (Regular Term & Second Start)

9-11 credit hours=3/4 status (Regular Term & Second Start)

6-8 credit hours=1/2 time status (Regular Term & Second Start)

4-5 credit hours=less than 1/2 time status (Regular Term & Second Start)

1-3 credit hours=1/4 time or less status (Regular Term & Second Start)


Summer training time:

8 credit hours=full time status during the 10 week summer session

4 credit hours=full time status during the Summer 1 session or S1

4 credit hours=full time status during the Summer 2 session. or S2
