A.6.1 Policy and Bylaw Development

The Board formulates, adopts, monitors, evaluates, amends and updates policies to govern College operations, employees, and students. The Board requires its officials, employees, agents, and students to comply with all College policies and procedures. All policies of HCC shall be consistent with guidelines set forth by the Association of Community College Trustees and all state and federal laws, including but not limited to the Sarbanes Oxley Act of 2002.
Noncompliance with policies may result in termination of employment or dismissal from an academic program, as appropriate. The General Counsel of the College is responsible for maintaining and updating the College's policies, as needed; the President of each college campus maintains and updates copies of the College's policies.
The Board also writes Bylaws, which establish the internal management of the Board Office and all Board activities. The Board's Counsel will maintain the Board Bylaws and certain other Board Policies and procedures, as needed. To the extent any policy, procedure, or regulation conflicts with Board Bylaws, the Bylaws control.
