2017 Lifetime Achievement recipients: Tony Chase and Gene L. Locke
Tony Chase
Tony Chase is Chairman & CEO of ChaseSource, LP, a staffing and real estate development and construction firm. The business is presently ranked by Black Enterprise magazine as one of the nation’s largest minority owned companies.
Chase, an entrepreneur who created and sold several major companies over the years, grew up attending Houston public schools. He is an honors graduate of Harvard College, received a law degree from Harvard Law School and an MBA from Harvard Business School.
His commitment to Houston is well documented and extensive. Chase has served on the boards of such non-profit organizations as Houston Endowment, Greater Houston Partnership, University of Texas School of Architecture Dean’s Advisory Council, Texas Medical Center, M.D. Anderson Board of Visitors, St. John’s School Board of Trustees, Houston Zoo Development, Foreign Affairs Museum Council and KIPP Schools.
Chase, an Eagle Scout, also has served as Deputy Chairman of the Federal Reserve Bank of Dallas as well as Chairman of the Greater Houston Partnership. He is a member of the Council on Foreign Relations. He and his wife, Dina, have three children.
Gene Locke
Gene L. Locke is an attorney with strong ties to Houston Community College. Born in Conroe, Locke served as an HCC trustee from 1989 to 1995. Locke currently practices in the public-law area for the firm of Andrews
Kurth Kenyon. The University of Houston and South Texas College of law graduate is the former City Attorney for the City of Houston, and is experienced in various state and local government subjects, including constitutional issues, public-private ventures, elections, redistricting, affirmative action, tort actions, public contracting, sports venue projects and franchise agreements.
Locke has represented both government and corporate clients in various public-law matters and other legal issues. He serves as general counsel to the Harris County-Houston Sports Authority and special counsel to the Metropolitan Transit Authority (METRO).
Locke successfully developed redistricting plans for government entities, and was named a Texas Super Lawyer by Texas Monthly magazine. He has received many awards for his commitment to civil rights and community endeavors. He is a married father of five.
